Keep in mind that the Optiplex is primarily a business system. The best CPU you have is either a gen 2 or Gen 3 Intel CPU. You cannot install a Ryzen CPU as the sockets are far different. The maximum RAM the system can hold is 16GB of DDR3 and the PSU rating is not nearly high enough for that GPU. If gaming is your primary use then I would suggest either finding a much newer system such as an XPS or Alienware desktop unit. Or price out the required parts and build one yourself which is a pretty easy task.

Also keep in mind that the 7010 is approaching 8 years old. The COD games you mention have low system requirements but would need more than IGPU to run with decent FPS. But a GTX 1050Ti may work and will give better performance though you did not state which form factor of 7010 you have. This forum thread may help.

Lastly a 3TB SATA SSD (you can go up to a 4TB) should work and will give much better performance over an HDD.

Dell Optiplex 7010 was not designed as a gaming computer; although it is capable of playing light games. However, to play more intensive games, users might need to upgrade the graphics card.

I have this exact pc and I use it for gaming uses as well and looking at this post, I have some thoughts. I've got the exact same pc with the same 250 watt psu, 24 gb ram, 1 tb storage, and an Intel i7 3770. I will say that a ryzen core wouldn't be compatible with with this pc and that the intel core i7 3770 is the highest you can go with a cpu upgrade. So even though I mentioned that I have 24 gb of ram, my pc says that only 16 gb is usable. I don't know if this is the limit or if it's because the number or ram is unequal. Anyways, this is my main point here. I noticed that you want to put in a Nvidia gtx 1650 and I literally just got that same GPU for this pc just a week ago (Nvidia GeForce GTX 1650 OC Low Profile 4G)

https://www.gigabyte.com/Graphics-Card/GV-N1650OC-4GL#kf . I just wanted to say that all of this that I just put in this pc works GREAT even with a 250 watt PSU. The only thing is that my gpu is the OC (Overclock) version of this gpu and if I try to overclock the gpu over 2000 mhz (max gpu oc is 2620mhz), the pc glitches because the PSU is too week. Mind that with this being said, I'm able to run Roblox and Fortnite at max graphics (though Fortnite tends to be a little hard on the cpu). I hope I solved your problem and if you have any more questions, feel free to ask them!
